OK, today's subject is tremendously complicated, and I have not seen one report that seems to get the point, so I will try to be as brief as possible.
The Pentagon has engaged in meetings with a rabid anti-Christian individual from an atheist front group that seeks to effect an outright ban on proselytizing by members of the military withing their units.
"The Military Religious Freedom Foundation is calling on the Air Force to enforce a regulation that they believe calls for the court martial of any service member caught proselytizing.
President Mikey Weinstein and others from his organization met privately with Pentagon officials on April 23. He said U.S. troops who proselytize are guilty of sedition and treason and should be punished – by the hundreds if necessary – to stave off what he called a “tidal wave of fundamentalists.”
“Someone needs to be punished for this,” Weinstein told Fox News. “Until the Air Force or Army or Navy or Marine Corps punishes a member of the military for unconstitutional religious proselytizing and oppression, we will never have the ability to stop this horrible, horrendous, dehumanizing behavior.' "
Mikey Weinstein is in fact a vicious and hateful man who projects his hateful attitudes onto his victims; the official targets being Fundamentalist Christians, but his hate list actually including all Christians and presumably Jews. What he and his group want is to prohibit all service members from sharing the faith. This includes Chaplains, who in their plan will be - temporarily until they too are removed altogether , relegated to ministering only to those who attend Church or formally ask Chaplains to do their job.

Sally Quinn’s Postcolumn also approvingly quotes MRFF Advisory Board member Larry Wilkerson as saying, “Sexual assault and proselytizing, according to Wilkerson, ‘are absolutely destructive of the bonds that keep soldiers together.’”
“This is a national security threat. What is happening is spiritual rape. And what the Pentagon needs is to understand is that it is sedition and treason. It should be punished.”

Another MRFF Advisory Board member, Ambassador Joe Wilson (the far-left husband of CIA employee Valerie Plame from the Iraq War’s yellow-cake uranium scandal a decade ago), said a military chaplain “is to minister to spiritual needs. You don’t proselytize. It’s a workplace violation.”

If these fundamentalist Christian monsters of human degradation … and tyranny cannot broker or barter your acceptance of their putrid theology, then they crave for your universal silence in the face of their rapacious reign of theocratic terror. Indeed, they ceaselessly lust, ache, and pine for you to do absolutely nothing to thwart their oppression. Comply, my friends, and you become as monstrously savage as are they. I beg you, do not feed these hideous monsters with your stoic lethargy, callousness and neutrality. Do not lubricate the path of their racism, bigotry, and prejudice. Now for a bit of background-
Evangelical Christians, especially those of the Fundamentalist type* have in fact pushed entirely too much to make their version of Christianity, (Which ironically is not like early Christianity as they claim but quite recent) the only type that is considered to be truly Christian. Their pastors have swelled in the ranks of Protestant Chaplains to have effectively pushed Presbyterians, Methodists, etc. out of the picture. They and their coreligionists have also targeted Catholics in an effort to stamp out Popery and make them, in their eyes, real Christians:

.......One instance was particularly awful. An Evangelical Chaplain had brought a serviceman to his version of Christianity. The poor fellow later died from a motorcycle accident. The Chaplain made several remarks in which he indicated that the deceased had been "a Catholic" and that he had "been brought to Christ". Note that he was not referred to as a lapsed or nominal Catholic, but a Catholic, indicating that being so was not enough. This would be fine if the Minister has been a civilian, but he was a Chaplain and was thus required to respect the doctrinal differences between them. Evangelical thought requires that their adherents aggressively sell their less-than-five hundred year-old version of Christianity as being the only one.......

The crucial point that must be kept in mind, though, is that Mr. Weinstein and his cohorts are not looking to develop a sound and reasonable policy that will require Fundamentalists to avoid "sheep stealing" or to back off a non-religious service member who does not want to hear any preaching. What he and his crew are looking to do is use this problem as a hammer to drive people of faith underground withing the ranks, to make Christians who hold to real morality out to be incompatible with military service, and to label them as cult-driven monsters who are guilty of treason.
Weinstein has been insidiously trying to tie the problem with the Fundamentalists in with all Christian faith-sharing for over six years. He even wrote a book on the subject:

Obama needs to transform the military into a force that can be deployed against the American people. As long as service members can share their faith and can note to their peers the fact that Judeo-Christian beliefs and thought have always had a very prominent and important place in our our military, he and his minions will no doubt be less than confident that he could order them to crush a region or state that seeks to, say, break politically with Washington.
In fact, I have long suspected that his very reason for his 2008 proposal for a “Civilian National Security Force [That would be] just as powerful, just as strong, just as well funded as the US Military." was to have something that could be directed to do what he feared the military would not - obey orders like the SA, SS, or the military units of the former KGB would. These, as they were loyal only to the ones at the top as opposed to the nation, were also very effective in keeping the respective armies of Germany and the Soviet Union from considering any move that would be perceived as being against the ruling Party. Military units are generally restrained by policy from moving men and materiel to stage for an operation without raising any suspicion. Units tied closely to the top tend to have all their assets available to deploy immediately within the nation and can be directed against at the military, even to arrest or relieve generals on the spot if need be and to take command of their forces.
Anyone who wants to get involved with this must call for reasonable polices that shield service members from unwanted preaching or proselytizing without prohibiting the same for those who are willing to hear what a believer has to say. If we do not move the argument in the right direction, we may see service members being court-marshaled for breaking out a bible to read a few verses to an interested individual or leading the same in a prayer.
Don't let them define the argument - they will always lie and, rather that fixing an easily remediable problem, harm everyone and set us up for a police state.
*Rule of thumb - all Fundamentalists will consider themselves Evangelicals but not all Evangelicals are Fundamentalist. They will often refer to themselves as born again, which means that they separate baptism from becoming a Christian.
